According to Wikipedia, the phrase is attributed to the Roman poet Juvenal, who said that the Roman emperors provided free wheat to the citizens and also gave them entertainment to take their minds off real problems.
Trump, who obviously identifies with Roman emperors, is doing quite well with the circuses. There was that cage fighting on the White House lawn, big rallies, the military parade, and now a car race though downtown Washington. I appreciate the effort that Trump is putting into the circus aspect.
